Every active threat situation is different. Assess the situation and decide whether it is best to Avoid/Run, Deny/Hide or Defend/Fight, or take other action. Use your best judgment. You must decide what actions to take, and in what order, depending on the situation. These are guidelines only. 


AVOID
/RUN

Quickly get away from the threat and the affected area, if safe to do so - and stay away from it. 

  • If safe, RUN away from loud noises, screaming and/or gunshots. 
  • Be familiar with different exits and escape route options. 
  • Do NOT use elevators as emergency escape routes. 
  • Get others to leave the area, and prevent others from entering it.  Assist those who need assistance (i.e. have a disability). 
  • If you are on campus and not in the affected area, stay where you are – shelter in place. 

 
DENY/HIDE 

When getting away is difficult or not possible, DENY access to your room. 

  • Make the room look empty: turn off lights, projectors and other equipment. Close blinds and block doors with bulky items such as tables, desks and chairs. 
  • HIDE out of sight and remain quiet. 
  • Silence your cell phone.
  • Lock the door. (Most campus doors can be locked from the inside by pushing the button on the door handle.) 

     

DEFEND/DENY 

If you can't AVOID or DENY the threat's entry - as a last resort - FIGHT and DEFEND yourself. 

  • Work with others as a team to develop a plan and commit to the actions. Your life depends on it.
  • Position yourself by the sides of the door in order to surprise the threat when he/she enters the room – use of the element of surprise to your advantage. 
  • Scan the area for potential items that could be used to defend yourself. Such items include: fire extinguishers, books, chairs, belts, backpacks, umbrellas, boots/shoes, pens/pencils/scissors, drink containers, hot coffee, trash cans, etc.  
  • When using physical force, be aggressive, loud and determined in your actions. Try to gain as much control over the threat and his/her weapon as possible. This requires quick and decisive action by you and your colleagues. The goal is to keep the threat immobilized and secure the weapon. 
  • Be decisive and swift in all of your actions. 

 
YOUR RESPONSE TO POLICE 

  • Follow all Police commands.  
  • Show your hands and keep objects out of them. 
  • Do not move, unless a Police Officer tells you to do so.  
  • Stress will be high. You may be handcuffed, searched, told to leave, or directed to a specific area.  

If you are a Licensed to Carry (LTC) holder – follow these steps to not be confused as the shooter: 

  • Secure or put down your weapon, show your hands, and identify yourself as a LTC holder. 
  • Avoid making quick movements. 
  • Follow commands.

provide information and direction on what actions you should take for safety.  

During an emergency, the Police Department will advise our community on actions to take (via MavAlert or other emergency communications systems) using the following terms: 

Seek Shelter/Shelter-In-Place 

  • If you are outside, go to the nearest building if safe to do so. 
  • If you are already inside a building or in a safe place, stay where you are. 
  • Stay away from the affected area. 
  • If you’re in a large, open building such as the Library, MAC, or University Center, hide in areas
  • where you can get out of view - such as a closet, bathroom, under a desk or counter, etc. 


Lockdown

  • Stay in your room or building. 
  • Stay away from doors and windows, hide and take cover.  Get out of sight. 
  • Silence phones and electronic devices.  Remain silent.  Don't let your phone give you away.
  • Lock and barricade doors, close blinds, block windows, turn off lights/projectors/other equipment. Make the room look and sound empty. 


Evacuate
 

  • Be aware of your surroundings and location relative to the threat. Quickly head towards safety, somewhere away from the emergency.  Stay away from the threat. 
  • Know your exit and escape route options. Use different routes as you travel around the campus periodically, so you become familiar with different exits and escape options. 
  • Get others to leave the area, and prevent others from entering it. Assist those who need assistance (i.e. have a disability). 
  • Take your property if safe to do so.

  • Do NOT use elevators as an escape route.

UTA employs a multi-tiered emergency communication system to keep our community informed about emergency situations and rapidly changing conditions, from hazardous weather and campus closures to building emergencies and life-threatening criminal activity.

MAVALERT Emergency Notification System

MavAlert keeps the University community informed in the event of a campus emergency by sending early warning text and voice messages to phones, email accounts, and other registered communications devices.

  • Students, faculty, and staff should update their phone numbers through MyMav at uta.edu/mymav.
  • UTA guests, visitors and others who plan to be on campus may sign up to receive MavAlerts on the guest registration page.

Outdoor Warning System

This campus-wide loudspeaker system is activated by campus police dispatchers in the event of a life-threatening emergency. The University’s outdoor warning system consists of a combination of chimes and live or prerecorded announcements.

External Media Advisories

To quickly spread essential information, campus closings and emergency notifications are provided to external media including television and radio stations and online news sites.

If there has been a spill of biohazardous material, follow these guidelines:

  1. Stop work immediately.
  2. Notify others to leave room immediately.
  3. Ensure you are wearing appropriate personal protective equipment for cleaning a spill.
  4. Contain spill with absorbent material and place cleanup materials in a hazardous waste bag or container.
  5. Decontaminate spill area with appropriate disinfectant. Start from outer edge of spill and work inward.
  6. Remove any contaminated personal protective equipment (PPE) and collect them in an autoclave biohazard bag/container. If shoes were contaminated, remove and place in a separate biohazard bag for decontamination.
  7. Wash your hands and any exposed skin before leaving the lab.


Notify Environmental Health & Safety (EH&S) of the spill at 817-272-2185.
After business hours contact the UTA Police Department (UTAPD) at 817-272-3003.

If the spill involves potential exposure to Bloodborne Pathogens, follow UT Arlington Exposure Control Plan for Bloodborne Pathogens for managing and reporting these exposures.

If you receive a bomb threat over the phone, take caller seriously and remain calm. If feasible, notify another person to listen on another extension. Try to find out as much as possible about the caller and threat. Write down as many details as you can remember. Try to get exact words.

Ask questions such as the following:

  • When will the bomb go off?
  • How much time remains?
  • Where is the bomb located?
  • What kind of bomb is it?
  • Why did you plant it?
  • Do you know there are people in the building who could be hurt or killed?
  • What is your name?
  • How do you know about this bomb?
     

While speaking with the caller take notes on the caller's threat, tone, voice characteristics, and background noise. The following is an example of sounds to note while the caller is on the phone:

Notify the UT Arlington Police Department (UTAPD) immediately of the bomb threat using their emergency number, 817-272-3003.

When you hear a fire alarm or are directed to evacuate follow these guidelines:

  • Leave belongings behind.
  • Close doors and windows as you leave.
  • Walk, do not run to the nearest stairwell or emergency door.
  • Do not use the elevators.
  • Evacuation chairs are provided in many stairwells for those who cannot walk down the stairs.


Evacuation Procedures for Mobility Impaired Individuals:

  1. Elevators should not be used for emergency evacuation of a building.
  2. If located on the ground floor, a mobility impaired individual should use the nearest safe and appropriate exit (ground level, wheelchair ramp etc.).
  3. If located on the floor of a building linked by a bridge, the individual should move to the next building horizontally.
  4. Individuals who are not able to evacuate the building or move horizontally to a linked building should proceed to the nearest usable stairway, enter the stairwell, and remain on the landing.
  5. If the stairwell becomes filled with smoke or unsafe, the individual should move back into the building and proceed to another usable stairway.
  6. If no other stairway is available, the individual should find a room that is tenable and close the door.
  7. The individual should telephone the UTA Police Department (UTAPD) at 817-272-3003 to notify them of their location and wait for emergency personnel to assist.

Evacuation Routes

Whenever you enter a building, it is important to identify exit locations in case the fire alarm sounds. Also, be aware that during building renovations exits may change temporarily.

Obstacles impede evacuation. Storage of any items in the corridors, stairwells or other exit ways is prohibited. If you notice a blocked exit in your building or a building you are visiting, please report this to the Environmental Health & Safety Office (EH&S) at 817-272-2185.

  • Locate the evacuation route maps for your floor/building.
  • Review the evacuation routes and plan your path of exit.
  • Follow the directions of emergency responders during an evacuation.

If there has been a spill or release of an unknown hazardous material, follow these guidelines:

  • Pull the nearest fire alarm pull station.
  • Evacuate the building.
  • Contact the UTA Police Department (UTAPD) at 817-272-3003.


If there has been a mercury spill:

  • Contact Environmental Health & Safety (EH&S) for assistance at 817-272-2185.
  • After business hours call UTAPD at 817-272-3003.


If there has been a spill or release of other known hazardous material, follow these guidelines:

Under one gallon:

    • Unless you have been trained to do so, do not attempt to clean up the spill.
    • Refer to the Safety Data Sheet (SDS) for the specific chemical for spill clean-up instructions.
    • Notify EH&S of the spill at 817-272-2185.
    • After business hours contact UTAPD at 817-272-3003.


Over one gallon:

  • Pull the nearest fire alarm pull station.
  • Evacuate the building.
  • Contact UTAPD at 817-272-3003.

If you are the person stuck in an elevator, follow these steps:

  1. Utilize the emergency phone or call button inside the elevator to contact the UT Arlington Police Department (UTAPD), or if necessary use your cell phone to notify the UTAPD of the nature of the elevator emergency at 817-272-3003.
  2. Stay in the elevator until a licensed professional or emergency responder arrives to help you out of the elevator. DO NOT, in any circumstance, attempt to rescue yourself.

If someone else is stuck in an elevator, follow these steps:

  1. Call UTAPD at 817-272-3003 and report the problem and location of the elevator.
  2. Attempt to calm the person trapped in the elevator by telling them that help is on the way. DO NOT ATTEMPT TO PERFORM THE RESCUE YOURSELF! WAIT FOR THE PROFESSIONALS TO ARRIVE.


Routine Elevator Deficiencies

Routine elevator deficiencies should be reported to the Office of Facilities Management Service Call Center at 817-272-2000 during normal business hours. For after hours service call 817-272-2000 and press Option 2 to report deficiencies.

This includes such problems as:

    • elevator out-of-service
    • erratic movement
    • not stopping at exact floor level
    • lights out
    • slow operation

If you see a fire or smoke, or if you smell smoke, complete the following steps:

  1. Pull a fire alarm pull station to activate the alarm and begin evacuation of the building.
  2. If you are not in immediate danger, call the UTA Police Department (UTAPD) emergency number at 817-272-3003 to report the fire. Provide the following information:
    • Location – building, room and/or area
    • Size and type of fire
    • Your name and contact number 
  3. If you are formally trained and are not in immediate danger, you may attempt to extinguish the fire using a fire extinguisher. However, do not place yourself or others in unnecessary danger.
  4. Exit the building by following posted exit signs. Do not use elevators during a fire emergency.

In the event of an evacuation, building occupants must receive permission from UTAPD, the Arlington Fire Department (AFD) or Environmental Health & Safety (EH&S) before re-entering the building.

Follow these steps:

  1. If possible, shut the laser off and remove the interlock key. If not possible, alert everyone to get out of the laboratory and leave the laboratory yourself.
  2. If there is a fire, get everyone out of the laboratory immediately. At the same time shout “FIRE” loudly and frequently. Go to the nearest fire alarm pull station and activate the fire alarm by pulling down on the handle to begin evacuation of the building.
  3. Contact your instructor and the UTA Laser Safety Officer (LSO) at 817-272-2185 immediately and describe the emergency.
  4. If necessary, contact the UTA Police Department (UTAPD) at 817-272-3003.

  • Report a service outage to Facilities Management Call Center at 817-272-2000.
  • Provide the following information:
    • Your name.
    • Your location.
    • A phone number where you can be reached.
    • Building name and area(s) of the building affected.
  • If it is safe, stay in the building unless directed to evacuate by UT Arlington Police Department (UTAPD), the public address system, or other notification methods.
  • Do not use elevators to evacuate.
  • If there is a steam leak, evacuate the area and close door(s) behind you.
  • If possible, check your university inbox for MavWire or TrailBlazer notices via laptops or cell phones.
  • Call the campus information phone line at 1-866-258-4913 regarding emergency closings.

Reporting a Medical Emergency:

  1. Call the UT Arlington Police Department (UTAPD) at 817-272-3003.
  2. Give the nature of the emergency – provide as much information as possible.
  3. Specify location (use address or building and room number).
  4. Leave phone number where you can be called back.
  5. Stay on the telephone if possible until the dispatcher has all the necessary information.

Response:

  • Police and ambulance will respond based on the initial call. Police personnel are trained in first aid and can provide stabilization until the ambulance arrives.
  • Public access Automated External Defibrillators (AEDs) are located throughout campus. Remove from cabinet, turn on power, then follow the equipment instructions and prompts to operate the AED.
  • Stay with the injured person until emergency responders arrive.

Follow these steps:

  1. Turn off the radiation producing machine immediately.
  2. Do not change voltage or current controls or alter the position of the tube head so that the conditions of irradiation may be duplicated to determine the extent of the radiation exposure.
  3. Notify the Radiation Safety Officer (RSO) at 817-272-2185.
  4. After hours, contact the UTA Police Department (UTAPD) at 817-272-3003.
  5. Record the conditions that existed when the exposure occurred so that the RSO can determine the extent of the exposure.

Seek Shelter/Shelter-In-Place
 

  • If you are outside, go to the nearest building if safe to do so. 
  • If you are already inside a building or in a safe place, stay where you are. 
  • Stay away from the affected area. 
  • If you’re in a large, open building such as the Library, MAC, or University Center, hide in areas where you can get out of view - such as a closet, bathroom, under a desk or counter, etc.

Lockdown 

  • Stay in your room or building. 
  • Stay away from doors and windows, hide and take cover.  Get out of sight. 
  • Silence phones and electronic devices.  Remain silent.  Don't let your phone give you away.
  • Lock and barricade doors, close blinds, block windows, turn off lights/projectors/other equipment. Make the room look and sound empty. 


Evacuate
 

  • Be aware of your surroundings and location relative to the threat. Quickly head towards safety, somewhere away from the emergency.  Stay away from the threat. 
  • Know your exit and escape route options. Use different routes as you travel around the campus periodically, so you become familiar with different exits and escape options. 
  • Get others to leave the area, and prevent others from entering it. Assist those who need assistance (i.e. have a disability). 
  • Take your property if safe to do so. 
  • Do NOT use elevators as an escape route. 

 

HOW TO IDENTIFY SUSPICIOUS PACKAGES AND LETTERS

Some characteristics of suspicious packages and letters are listed below. A suspicious mail or packages poster can be found at: http://about.usps.com/posters/pos84.pdf.

  • Excessive postage
  • Handwritten or poorly typed addresses with no return address or one that you cannot confirm as legitimate
  • Incorrect titles
  • Title, but no name

  • Misspellings of common words

  • Marked with restrictive endorsements, such as “Personal” or “Confidential”

  • Marked with any threatening language

  • Shows a city or state in the postmark that does not match the return address

  • Oily stains, discolorations or odor

  • Excessive weight

  • Lopsided or uneven envelope, lumpy in appearance

  • Protruding wires or aluminum foil

  • Excessive security material, such as masking tape, string, etc.

  • Ticking sound

  • Powdery substance on the outside

Follow These Procedures For A Suspicious Unopened Letter or Package:

  • Do not shake or empty the contents of any suspicious envelope or package.
  • Do not carry the package or envelope, show it to others, or allow others to examine it.
  • Put the package or envelope on a stable surface (do not sniff, touch, taste, or look closely at it) and cover the envelope or package with anything at hand (e.g., clothing, paper, trash can, etc.).
  • Alert others in the area about the suspicious package or envelope. Leave the room, close any doors, and take actions to prevent others from entering the area. If possible, shut off the ventilation system.
  • Wash hands with soap and water to prevent spreading potentially infectious material to face or skin. Follow instructions in the section below for individuals who have been exposed or potentially exposed.
  • Call the UT Arlington Police Department (UTAPD) at 817-272-3003 and the Environmental Health & Safety Office (EH&S) at 817-272-2185.
  • If possible, create a list of persons who were in the room or area when this suspicious letter or package was recognized and a list of persons who also may have handled this package or letter. Give this list to the UTAPD.

Procedures For An Envelope With Powder or If Powder Spills Out of Package:

  • Do not try to clean up powder.
  • Do not carry the package or envelope, show it to others, or allow others to examine it.
  • Cover the contents immediately with anything at hand (e.g., clothing, paper, trash can, etc.) and do not remove this cover.
  • Wash hands with soap and water to prevent spreading any powder.
  • Call UTAPD at 817-272-3003 and EH&S at 817-272-2185.
  • Individuals who have had direct contact with the powder will be taken to the nearest restroom to remove contaminated clothing. These individuals will be furnished with disposable coveralls. The contaminated clothing should be sealed in a plastic bag and given to the UTAPD or EH&S responders for proper handling.
  • Individuals who have had direct contact with the powder should shower with soap and water as soon as possible. No bleach or other disinfectant should be used on skin!
  • List all people who were in the room or area, especially who had actual contact with the powder. Give this list to the UTAPD.
